Star Wars: A New Hope was labeled Episode IV. It was released before any other story was told in the Star Wars universe. Episodes I, II, and III may have came out later, but fell into a pre-determined place.
There is no room for a Force Unleashed sequel to take place, neither before or after the Force Unleashed story. Not without stepping on the existing stories at least. Why would we call it Force Unleashed without Starkiller anyway?
There are plenty of other stories to tell in this universe, they just don't have any more places to fit them in this particular time period.
