Well, actually, it is. I played the original more times than I can remember in several places around town: the drug store, a local pizza parlor, the arcade, and a couple places in Chicago. And this is Scramble, all right. It was a frustrating game then, just as it is now. :) If you don't believe me, go ahead and download the old arcade ROM for MAME32 and compare; I guarantee you'll find the versions to be identical.
The problem isn't that the game code has changed... the problem is that using a leeeeeettle itty bitty teeny tiny thumbstick is a poor substitute for the arcade joystick you'd find in the stand-up Scramble units. Playing with a thumb, as opposed to your whole wrist, makes it incredibly difficult to navigate your ship through that maze just before the base level. The tiny buttons for firing your guns and bombs don't help much, either, especially for rapid-fire games. I'm really hoping that someone (MS or third-party) makes a decent tabletop unit with TWO joysticks for us old-school gamers so that we can enjoy games like Galaga, Scramble, and Time Pilot the way we used to.
Now I just have to nail down that co-op achievement.
