Well i was playing maybe 30 minutes ago and i finally got up to level 17 after i just bought the game today. I ate a power pellet and the ghosts never became blue in order to eat them. I tried over and over restarting my system eating and different pellets. All the other levels worked in means of the power pellet except for level 17. After spending 400 ms points this wasnt was I was looking for.

It ain't a bug, it's part of the game. When you reach a certain level the power pellet has no effect on the ghosts.
