Because it (the "Mission Mode") was included & listed in the pre-release "Official" Prima Guide as part of the game itself...

No, Itagaki ANNOUNCED his (as did many of Team Ninja's) resignation on the eve of the game's release.
But if you go back and study how this whole thing broke badly, it all stemmed from the 1 million (PLUS) dollars that Tecmo owed Itagaki for DOA4.
I'm thinking everything was in place & planned with Itagaki's consent but they were unaware of the glitch and now with all the turmoil and departures, fixing it either isn't a priority or its a problem(cause the main dudes who designed the game quit an the company has a lot of problems atm.) Yoshi the prez of tecmo, the guy Itagaki had problems with just stepped down and quit himself hasn't he? This may be low on the crisis list for them atm is my thought.
Possibly, but I doubt it.
Itagaki & Team Ninja were perfectionist (as many Japanese are). Itagaki & Team Ninja have built a reputation as continually improving the games they develop long after the initial game release. They didn't do that after DOA4 or NG2, which lends itself to the "exception to the rule".
In other words, something changed. Either they lost their enthusiasm or were restricted in finishing their product. Something neither of us will probably know, until Itagaki, Team Ninja & the 300+ Tecmo employees resolve all THREE of their concurrent lawsuits.
