yes and no, the money can only be spent in a campaign that has been completed, once you beat the nightmare for the championship after the game the new equipment is unlocked. Then, any money you earn online goes here so you can spend it on these new upgrades, you can still by the old stuff but its pointless as the campaign is over.

I'll be sending out add requests tonight. My team is only a 6-5-6 because I tend to suck and get dirty hit, a LOT because I decided to run the Armand and Dangerous offense, looks like I'm going to be moving into a different offense and picking a different rookie next time around.
