Superman has this. Here's why:
No feats in DB/DBZ/DBGT show Goku with speed or strength that can match Superman. It doesn't matter what they say or what it appears, since it varies episode to episode. Saying something is "faster than light" is untrue except for Instant Transmission, mainly because they can make their beams go at varying speeds, so there's nothing to say Goku can shoot beams or move faster than light. Let's not forget how many times a base human has knocked Goku or any DB character on their quantum singularity, regardless of what their powerlevel is.
Superman really depends on what version you use him. Say you go with Silver Age Superman, someone who's strong enough to juggle planets. Can Goku match the strength of that? No, not a chance. One hit and Goku would be blown apart essentially. And Superman does have feats that show how fast he is. He has flown out of a black hole, travelled through time, flown across the world within seconds, etc. And that's not even during his most powerful times.
Hell, if you go with someone like Superman Prime, imagine those feats plus someone who can punch through dimensions.
Goku doesn't have a chance in hell, regardless of form, mainly because his forms never showed him doing much. And in a battle, you can't ASSUME anything, you can only go with what has been shown.
