This entire thread has become completely misguided and everyone who thinks a person's country has something to do with whether or not they're likely to chat is -wrong-
Its a person's lifestyle, NOT their country, that affects their capacity to actively cheat on these games.
As far as their nationality, the only factor enabling one to cheat would be their average national income? (I don't hear of too many hackers or cheaters from Haiti or Zambia).
The U.S. has alot of people with no personal lives and some money, most of them teens or younger adults, who spend their time everyday playing these video games constantly. its not because they're American, its because they're *** losers, so stop stereotyping all of us. While the U.S. may have the most cheaters, we probably have the highest number of fair gamers as well, both due to population. Please, stop glorifying yourselves and blaming others, it makes you sound like a hypocrite, especially when compared to my personal experiences with these people.
I know people who mod other games and it sounds eerily familiar to the cheating experienced on here. If you hook your XBOX 360 to a computer, you can join a LIVE game and dissappear from the screen. You're still in the match, however, and you can kick out every other player through your computer whenever you wish - not sure of the details, but people do it on GTA 4 -alot-
This could be what these people are doing as its obvious they're cheating somehow. I agree that XBOX should create some sort of leaderboard scanning group as they would find numerous infractions that are OBVIOUSLY unattainable through normal play (again, GTA 4 leaderboards).
