OK.
I managed to download, and play, the game successfully.

Recently I upgraded to an Elite from a Premium.  Just moved the HDD to the Elite, and noticed that Samurai Warriors now does not acknowledge the XL software.

I tried deleting it and redownloading it - no go.  It just will not work.

Any thoughts?

Sounds like a DRM issue. You can only play downloaded content offline when playing on the console you originally downloaded it. If you want to play it on other console, you need to be connected to live.

NO...I'm online.  Like I mentioned in my post I deleted and re-downloaded it when I saw it wasn't working the first time.

Many people have reported this problem across different message boards.

I've tried alerting support about the problem by phone and e-mail, but they either misinterpret it or don't understand it. Unfortunately they seem incapable of passing on word of the problem to those that can do something about it.

it's the licences..... you have to transfer them all over to your new console. I can't remember how I did it, but it is an option somewhere. That's how it worked for me and I had your exact same problem.
