I think gta III takes place in the mid 90's, because of san andreas. GTA:SA feels like a mid 90's setting. GTA IV definitely in the 00's.

I'm not sure about 3, I haven't put it in yet (I just ordered III, VC, and SA on Amazon).  Great games but there are some really annoying compatibility issues with GTA III and Vice City on the Xbox 360, bad framerates.  San Andreas seems to run smoothly though, but the sound sometimes cuts out during cutscenes.
