I wonder if damage points are involved.
I beat the abomination and still had a good chunk left on the various red bars for the Enclave compleation. A couple were closer than others.
I tried just standing still in a zone but it didn't seem to be moving the compleation bar at all but when I started smashing buildings then things started to get moving and it really only took me about an hour of play time to finish all zones.

As I was playing, I continued to get Enclave Updates and I just now defeated the Vulcan Leader. If you don't believe me check my gamercard. Check the date on the Most Illogical achievement and the Abominable! achievement. Dougie Doright is correct. You can still get those achieves after beating the game. :)
I just ran around destroying buildings and enventually got the Enclave Update pop up. Once I completed the mission, just keep doing it then they just popped up.

Handle MAVERICK wrote:what annoyed me was the fact that the mini-map radar didn't distinguish between enclave and army. i'd get an enclave alert, so while i was trying to get to where they were i'd get to threat level one by knocking into stuff, the army would turn up, and there was just a mass of red dots.
