Silent Hill Homecoming is scary, but not as scary as 2.
However, everytime I let someone borrow Silent Hill Homecoming, they return it to me without finishing it saying that it is "too scary".
My answer to your question is that if you are into horror games, this will not be scary; it was not scary for me anyway. I recommend you play Silent Hill 2.
If you are new to horror games, then this will most likely make you crap your pants and give you nightmares. xD
I have not played the games you want Homecoming to be compared to, but I am pretty sure that the Silent Hill Homecoming experience is way different than that of those games. I recommend you play it regardless of the bad reviews it got. (Y)
