If this is where I think it is, the next tunnel has an electric current. Get as close to the edge of the walkway just to the right of the ladder that goes down into the water as possible, hit time stop ( while holding left button, hit "Y" on the controller), walk across the water to the walkway on the right side in the next tunnel and get up on that walkway; this ends the level. NOTE: in addition to being waterproof, time stop allows you to walk on water as though it were solid.
The ladder is at the end of the walkway you should currently be on and is located just before the entrance to the next tunnel. You need to be positioned so you can get across to the walkway in the next tunnel as quickly as possible as time stop doesn't last as long as the other timeshift powers.
