Your charisma and influence should be high as well, you must be a jedi master/sith lord in order to train her as a jedi/sith. You can talk to her anytime you want in the ebon hawk. You need to convince her to follow you. I recommend you save the game and use any abilities/equipment to increase you charisma and influence before each training session to ensure the correct response from her. She tends not to respond well to violence and rudeness.
