I just got the the prison and i got my trusty shotgun but with only 4 shells and i walked into this room where these monsters with like a scythe on there head comes out. At first there are 2 of them and i let them have it with the shotty and i run out of shells then there are like 6 of them in the room. What do i do? do i run? i tried fighting them but didnt know what weapon to use and if i fight how do i beat them?

I suggest you just try running past them if you are having too much trouble.  You don't need to kill all of those guys at that point.  Don't forget there are times where you can ignore enemies in this game.

As for weapons, I personally used the Dagger / Knife and the Axe.  I recommend you try as much as possible to save ammo for boss / tougher monster fights.  Even then the axe is often just as good I found.  As for the Dagger, if you are quick enough with the controller you can spam the Dagger combo and your chances of getting hit are slim to none, certain enemies excluded of course.

That was a tough spot. I assume you are in the sheriff's building there in town. On your first playthrough, the best plan is NOT to engage them initially. Instead, run through the door avoiding those guys, go to the right, down the hall, to the right again, and on your right you will see a hole in the wall. Duck into that hole. You are now in a room with just 2 of those guys. Kill them. You are now safe -- the others can't chase you through that hole.   Now, at your leisure, go back through the hole and engage the others 1 or 2 at a time.  When you need to, retreat to the safety of the hole.  They lose interest and walk away.  Just keep doing this until you've killed them all.  Then explore the area before moving on.

i assume its needlers your refering to so basically dodge their attacks and the counter with a charged up heavy pipe or axe attack

A head shot is effective. I recommend using the shotgun. You can find extra ammo in the room with a hole in it and the garage. The safe combo is 206.
