I seem to be missing one hat. I've tried everything and i'm positive I have someone in every building required to and have had someone trained in every profession. If you go to the town square the one hat i'm missing is the one on the bottom row to the very far left. The tall black hat one or w/e. Any help would be great!

That is the hat for the mayor, you should have gotten that when you built a town hall and promoted a Kefling to mayor.
