i have completede the game twice and i cant get the bluprint all the way at the top right, there is 2 section on top right and i have the one with market square  to big mike i need to know how to get the one above me thanks

Instead of doing the quest to build the five offices, do the quest to build the five curios of fortune. Remember that you can only unlock one of the two sets of blueprints in the top right in a game.

And if you don't specifically choose to do the curios of fortune, you will end up getting the 5 offices first since you will use those in buildings later. So by ignoring the quests you will go the Market Square route by default.
