It can vary. That's one of the things they should change, but at this point it's unlikely.
In that, at the game's initial release, you only had two online options (three if you count free roam). You could race or do challenges.
Now, you can do challenges, race, road rage, stunt run, marked man, and cops and robbers.
The problem is that while you can race instantly by joining a ranked, and have no problem finding a challenge room, a room consistantly doing any of the other modes is hard to find. You can only tell when a room is currently playing the mode (or already played it) but there's never any guarantee the host is going to pick that mode again.
While you could luck out sometimes and find a game or decent host, usually your best bet is to host yourself and just hope people don't drop out, but even that can be frustrating.
Criterion should allow you to create dedicated rooms - in the same vein as bike rooms - where you have a room that is, for example, road rage
only with freeburn between games. No challenges or other modes allowed. Then you'd know what you're getting, and you'd get less drop outs.
