You should not go around telling people they are when you do not know. People put effort into getting time attack times for other people (usually jelous poeple or who have a lack understanding of the game) to accuse them of cheating.There are certain techniques in PGR4 that can improve your time in the T1 and other cars, for example the e-brake shift and quick 2nd gear. Whether you have competed the game and if you can set a fast time has no relevance here, although to be honest I'm not sure you are able to get the times at the top of the leaderboards and maybe this is why you think they are glitched. Your post dimished the value of the time at the top of the leaderboard. That shouldn't be acceptable as it takes away from the players achievement.I have some understanding of this game yes. In fact enough so that I can make an informed decision as to whether a time is glitched rather than just jump to a conclusion because "they seem to do it all the time on grid". As Raven said, there are hardly any glitched times on the PGR4 leaderboards, especially not in A-class.
