A 2nd DLC pack has NEVER been announced by The Behemoth. There very likely will be another pack based on what files are in the game already, but The Behemoth has not made any announcement regarding it. Also, I've never seen any official word from The Behemoth regarding DLC being free, so unless you can come up with a source for that assertion, you're just spreading rumors. Microsoft controls the DLC and The Behemoth has nothing to do with it at this point.

There's a difference between hinting at something and an official announcement. New DLC has never been officially, formally announced, even though we know it's inevitable.
