Edit note: I had to rewrite this whole post because I forgot there were 4 games, and all the info I commented on was aimed at the wrong games.
I owned the first 3 games in the series (never played 4) and I liked them all for different reasons. It's hard to choose a favorite, but i'm going with PGR 1. I didn't think 2 had enough innovation to separate it from the first one. I liked 1 because the kudos were so important and much harder to get than in the other games. You needed them to unlock cars and progress thru the game.
In 3, they made the game too easy, because Kudos are worthless, and you got money from each race no matter how many times you ran it. Getting all the cars was a cake walk, and I never felt challenged except from some stiff online competition. In fact online is the only thing 3 has over the first 2 games. Well maybe graphics and Achievments, those are nice too.
In the end, I got more enjoyment from 1, but I probably played 3 the most due to Xbox Live.

PGR 2 is online, infact it was the third Xbox Live enabled game made.
The games are BC, but you don't want to get rid of your old Xbox. The emulator is crap and plays terribly.
To answer the original question, PGR 2 is the best one of the series by far. Everything about it is better than the rest... the cars, car class layout, the tracks, the kudos, menu stucture and the community are all better.

I got about 30x more enjoyment out of PGR2's single player than I did out of PGR3's =XWell, back when I used to really suck at the game, I didn't consider doing Platinum fun [I remember when I first rented the game, I was proud that I managed to beat a challenge on Bronze xD] at all. But once I got my skills up to par, Platinum became lots of fun. Yes, there were a few challenges which were totally unfair, and even monotonous. But considering how well refined it was, it was awesome =]PGR3 posed no true challenge, what-so-ever... that is, only after you got that one car to dink your way through every single challenge on Platinum with relative ease.
