Based on the amount of wrong things you see in bios etc, its pretty clear that some parent/gaurdian's are
not doing that.

I would bet that a very high percentage of parents do not know about the family settings! Picture this - parent buys xbox. Child is thrilled. Child and his friend(s) already have one and agree to help set it up. They create an adult account, and the parent never even knows anything other option exists. Child then installs xbox in his bedroom.
Its unfortunate, but I'll bet I just described the majority of cases. I like the one where the xbox must be in the family room and a parent somewhere around when the child plays.
