Playing Free Mode this afternoon and this guy joins and suddenly starts using cheats and starts spawning stuff around the map and uses the RPG as a pistol crazy anyone else had this problem/Glitch ?

Nope, but ive heard alot of other people talking about it. Atleast its just in Free mode, so its not really a harm. =)

Anyone know how they would do this? Been wanting to be able to do that forever...the vehicle spawning online bit

It's call Modding a Player goes around Modding the game by changing settings & spawning cars you never see on free mode or see he/she with RPG with another gun & Most players seems to love it & wants to try it but Ought to know its against the rules no modding the game or console of MS Products! If you know the player tag You should use Report for Tampering Game or Console! Yes it is fun but they are just plain breaking the rules & they don't care! O also Its not a Glitch or a Cheat They are just using Mods on Game's

as long as its not ranked modding isnt doing any harm right?

Any type of modding or system tampering (including cheating) is in breach of the CoC, ranked matches or otherwise.  The only "exploitation" that is allowed - albeit frowned upon - is boosting and, technically, glitching, as it's something which the developers overlooked.  Those latter issues are more often than not actioned upon by the developer, whereas the former are dealt with by Microsoft.

Glad its not just me seeing this crap. so if i mod in a private match with some friends it will still effect the ranking system? and just to clear things up, im just curious, im not trying to justify modding

I've experienced this as well. I don't care if people are on there just to show it and be like "hey look at this" but the guy we played with was a complete douchebag about it and would kill you while he sat in his invulnerable car shooting rockets at us and then would fly (yes fly not drive) off in the car. so we just blocked him and thn filed a complaint. wouldn't have cared if he would have played normally and let us get him back, but spawning kills just ticks me off.

There are tons of modders focused on GTA IV. Until Microsoft decides to do something about it, we're just going to have to deal with it.

Nice, is good to know that you can hack the system and no one will get to see the gamertag of the culprit messing with everyone else who is trying to play fair online.  I should start modding myself as microsoft doesn't care, and to make things worse, does not respect my freedom of speech....  Just because it's against the rules of the forum?  By the way it was my very first post, and I didn't know about that stupid rule of not mentioning gamertags, always good to know.  By the way, you are seeing my gamertag right?  Ha Ha that's just so dumb.....And yes I want to name and shame users who do not play by the rules, but since it is against the rules of the forums to do that, I will stop doing so effective immediately.....Long live the XBOX live mods (a.k.a.) cheaters of the GTA IV experience!

Does the PS3 have modders. We could all just switch consoles. I mean why pay for xbox live if microsoft doesn't care about cleaning this sh!t up. Personally if someone is FLYING in there car with rockets and microsoft doesn't do anything then I want to be able to fly in my car too.

Even chimpansee can do it. X360's modders aren't real hackers or programmers, they are using PC's software from Russian crackers (and hacked X360DVD firmware from xbox scene).

Microsoft needs one 10 years old programmer for 10 minutes. 10 minutes it's very much, it's like 2 dollars for programmer. But GTA4 customers paid only ~10 millions $ for Xbox Live.

Mods are lame and anyone who use's them is lame too. Its takes away from the game Xbox should have a better team on this as i see moders on a daily basis sometimes the same one i just reported you cant call a moder in so there is no real fast way to deal with the issues. And all the hackers say the same thing " Your just mad you cant do it " its retarded you mod because you die to much and you were getting mad, same reason people use turbos. Lack of Skill and nothing else.
