It is for me. Done 5 restarts, got 9,999 on both of them four times and no achievement. I've got 980, it's all I need for the 1k. Very, very unhappy.

Scrap that, I did it. Booted up the game, in options changed my storage device to the memory card, did them both to 9,999 again and it popped.
