Re-doing the graphics doesn't do anything in terms of adding to replay value. Online support is pretty much standard in this day and age. When the game was ported to the snes they added the Rat King boss fight at the end of the Sewer Surfin' level, added the "Technodrome: Let's Kick Shell!" level, time trial and versus mode. The "Technodrome: Let's Kick Shell!" level featured two boss fights; so it wasn't a throw-away level. Versus mode added to the replay value because you could fight against your friends. I know re-shelled is based on the arcade version, but they still could have added more to it. If content can be added to a port then why couldn't they add content to the remake? Just because it's base on the original arcade version doesn't mean they can't add content. It would have been cool to play through a couple of new levels and game modes. I'll still play re-shelled because I bought it and it's a decent game, but it would have been better with more content.
I agree it would have been cool to add the extra levels and bosses that the SNES version got but I don't see it as a CON for the game simply because we didn't get it. Honestly i couldn't say why they didn't add the levels as it would have seemingly been a good idea (DLC perhaps???)...but like I said before I think people (not specifically you) are being way to hard on the game because they're letting their nostalgia for the game dictate their attitude towards the game. I admit i bought this game for the nostalgia purpose and it's a great game but I don't feel it's fair to judge it based on what it doesn't have in comparison to the original. I've been hearing arguments like "Oh the musics different" and "the colors aren't as vibrant" which I feel are poor arguments because they're judging the game based off the previous and not on it's own merits, If I were to hear "The music cuts in and out/the music is too loud/ the music seems to be so repetative that it takes me out of the game" or "the colors bleed together and i can't tell whats happening onscreen/ The color palettes for enemies are too similar to the turtles so it's hard to distiguish" then I could take people serious although none of these issues seem to be in the game but you get my point.
Don't let nostalgia keep you from enjoying a great game.
