The Citadel level is a necessary component to lay the background for Inter-galactic diplomacy. It's important to see exactly where humans stand in the universe amongst other alien species. There is actually alot to do there, but you don't have to do everything. You could skip most of the quests, or come back to them later. If you just stick to the main story you can leave the Citadel in 30-60 minutes of gameplay and start exploring other planets.
As you get deeper in the game you'll find the Citadel to be important in more climactic ways as well. Also, you will pick up 2 more allies for your party while you are there.
