"Campo Rosinante", I can't unlock this safehouse. I have liberated every sector, both military and rioja wise but for some reason this still shows up red on my political map and the camp is locked... is it glitched or some BS? I can't get that achievement because of this...

I think you may have to do some races or collect missions.

I actually did every single thing in the game. I really had nothing more to do yet this safehouse never became unlocked. The only thing I could think of is I didn't do enough side missions, I only did 12 of those but then again I don't see how side missions have anything to do with it. I really wanted to get 1000/1000G for this game, I just needed this achievement and then the 20 side mission, 30, 40, and 50 ones to finish it. But I guess my game was bugged...

Have you liberated both sides of Esperito City? There are liberations point at the north and the south side of the city. Played through the game a few times and I've always been rewarded with C33 after liberating the southern part of the city.
