Ive always misplaced blame and anger on microsoft towards the annoyance that is region locking. However as it turns out, MS always had given the developers a choice of the matter as you can see in this article

This is a chance, if people could convince G Rev to make their home console port for senko no ronde DUO region free, I would be much obliged to buy/import it. Since most likely, ubisoft would not attempt to port the IP anymore with the abyssmal sales they got. (Which is partly their fault with the lame title and cover art)

But, not that many people even know of this game or care of it so more than likely that probably won't happen. Sorry to rain on your parade, but it's the truth.
