M$ sets the price for ALL downloadable content. Arcade games, map packs, game content, everything. Their service, their rules. Some companies like to charge, while others would like to give kickbacks to their fans for free. Some companies that are large enough to challenge M$ on this policy have, and were able to get their product to us for no charge. A few years ago there was a huge debacle with a mappack for the original Rainbow Six Vegas, the maps were to be free, as a thank-you to the fans, M$ forced a price on them, after Ubisoft threatened to never make another title on the the 360, M$ had to refund everyone in M$ points.
