So I've done everything but declined to one request (one asking to use kelda as my mistress) I have a tiny sliver of red still showing although I've read in multiple places one decline shouldn't matter. On that note, letting someone use your mistress seems more "vile" then "good" maybe thats just me though.  None the less I've done everything else and it still has not unlocked =\.

Anyone encounter this glitch and know how to fix it?
