Does anyone know if the 2 costume packs will be included in the ultimate sith edition?

Yes they are included, the new edition includes the original game, all 3 DLC add-ons and all previously available downloadable character skins.

Having never played the force unleashed, I just bought the USE and I don't see the cotume packs on there.

Install both discs, when playing the main game press the back button and choose costumes and they will be there (minus the ones you have to unlock via playing the game), when playing the second disc's 3 missions just do the same to change costumes.

FYI you cannot change costumes while playing as Vader on the prologue mission, you can change costumes when you gain control of the apprentice.
