Print out the map and the directions to each location beneath it/them.  As you visit each site and pick up the reel or confirm that you already have that one, cross it off your list so you are sure where you have been and what's still left as a possible location for a reel.  It'll save you a lot of worry and doubt!

If you mean do you have to buy the extra content available for the game, no, you do not have to buy it for 100 reels.  They are all out there with the basic game.  If you follow the map given in the link above, you will get them all; it just takes a bit of dedication to visit each spot to make sure you've gotten each one. 

The extra downloadable content is three extra missions just to play through for the heck of it and the respect points it nets  you.

Damn, I have 3 left to find.  This is going to be annoying.  I think I'll print off the list and check them off as I check each.

Did it, I was missing the one in the toll booth in brooklyn. I was looking at a guide without descriptions and thought it was supposed to be by the wall to the south.
