Yes, no matter what time of day you want to play online, you will find matches. Finding a match with ideal ping may be another issue though, but during peak hours it isn't an issue.

As an enthusiast of the franchise since Soul Blade, I definitely think so. You will still find it is still the 'thinking man's' fighting game with all the feints, traps, counters, and mind games that have been present since day one.
Unfortunately (and this is a huge problem) all of this gets lost in online play. The inherent lag prevents most matches from evolving past a spam fest. It is possible to adapt your playstyle to succeed online, but the games rich psychological game is pretty much absent on XBL. After awhile it starts to feel like you could be playing Street Fighter 4 instead.

And also, even playing a less popular lower tiered character can lend you an advantage, due to the fact that many people may not know what to look for or know what they will need to defend against.
