Those last three are a pain. I took the cowards way out. Use the blow torch to embed a couple of worms mid-to-high on opposite ends of the map, and dispatch what you can with the remainder. Do not leave the comfort of these tunnels as you will get air striked or attacked by enemies ready to jet to and kill you. Use girders to stall and block in enemies; some enemies will inadvertently kill themselves, while others will waste teleporters to escape. If an item drops on the far edge of an object, leave it since it will bait the CPU to teleporter to it and (hopefully) fall into the water.
As the match wears on, just focus on staying alive. Pass on your turns when you run out of usable worms. Let the enemy make mistakes to whittle away their life. When the clock runs out, sudden death time will allow you to either kill survivers easily with an airstrike or wait it out for the fast rising water to take care of the rest. Challenge 18 took me three tries before I won it by playing chicken, and that strategy remained successful through the end of the game.
