Now there are supposed to be 4, but only one is there, and i got there close to when i was called, so joe didn't kill them, but I've never found them ever, are they in the same store?

yes, make sure to try and get all remaining survivors before that scoop, there is only allowed 8 survivors in the mall any given time.

I think it may depend on when you show up after getting the scoop.  Ive gone and done it as soon as i got the scoop and there was only one.  The next playthrough  i waited until I had less than three hours and there were 4 survivors.

I'm pretty sure the quicker you get there the better the chance they are all still alive. If you take too much time getting there Jo will start killing them off.

The time you went there right away you probably had too many scoops involving survivors which is probably why only one girl was there. Like BP said only 8 survivors can be in the mall at the same time.
