You are full of BS. ESRB rules are that minors cannot buy M rated content, without adult permission. However, apparently MS doesn't care if your parent lets you or not.
Technically, someone could be able to sue MS for NOT allowing someone to download "M" Rated content with adult permission, because they are then false advertising what a subscription gets you. Furthermore, there needs to be an option to allow the downloading of demos. So far, i think DLC however does NOT have a restriction, becuase if you are downloading extra content, more than likely you already own the game.
