have you recently changed consoles? (i.e. had to send one in for repairs, purchased a new one, etc etc)
usually that type of thing happens when you've had to change consoles and tried to launch arcade games. if this is the case, you can run the
license migration tool (which can only be used once every 12 months) and see if that resolves your problem.
however, if you haven't had to change consoles or haven't had one replaced by the repair center for your region, that seems like there's a slight pickle you're in..
