The lack of progressive aspects of the game outside of the storyline is probably the biggest flaw. I liked being able to buy property, learn martial arts styles etc. in San Andreas - there's no reason they couldn't have put a similar sort of thing in to IV.
GTA IV is still an awesome game though, the realism is excellent and the storyline is entertaining. It's a tough call on whether San Andreas or IV is the best but San Andreas is definitely still competitive. Rockstar could have done more to impress us.
