First in order to be able to build a faction super weapon you need an MVC + a Tech Center (structures that provides you with tier 3 units) that's all you need (of course power plants too and a decent base + army in order to proctect u'r superweapon..) .
Second i personally don't think that using a superweapon increases your skills ,( u don't get better just cuz u nuke somebody) in fact u end up relying on a cheap way of overcoming your opponent making the game boring .. though that's not always the case , sometime u really need SP to take out those turtles dud in siege.
