I downloaded the lost an damned but I no longer own the gta4 game itself. Do I need the game to play the add on?

Common sense should dictate that add-ons would require the original game to play, no offense to the OP. The clue's kind of in the aforementioned term, really.

What if you bought live-gold today,and lookin at "game marketplace",and :"oooh!GtaIV liberty city chapters,lost and damned!"
If you´re new to this,and the fact you´re payin for it,it wouldnt be too weird if you first pay and download it,then notice that you need the original disc.Would it?

Offcourse "add-on" should tell its "for the original game"...But im sure i would be able to do that misstake,if i was new to the live thing...

Even long before I first bought an add-on from the Marketplace, I was well aware of the fact that add-ons would always need the original, and Live Marketplace was my very first experience with such online content delivery systems. Although to be fair, I've bought plenty of boxed expansions in the past - I'm talking way back to the 16-bit days.
