Any region-free 360 games should play on any 360 console. If you have the funds it's easy enough to get a different regions console - some places add import taxes, others don't. If you're in Europe and some other areas then all you really need is the right transformer (a bit like a travel plug) so you plug the console into the transformer / adapter, and not into the wall outlet - otherwise it'll blow up the powerpack.
& make sure the transformer is rated above (to over a decent amount) the amount of watts the console needs to run. For example, the PS2 is rated at 60watts so I use a 100watt transformer / adapter.
From memory I'm not sure if the US and Japans electrical outlets are at the same rates, but they are different types of plugs (the prongs are non-parallel to one another for US plugs) so at the least an adapter would be required.
And you might need another cable connector as, say for example with Europe again, maybe you want to use a SCART but a Japanese console will come with AV or HD component cables.
If you're in the US, try NCSX. I bought from them (to the UK) and they've been doing imports for a long time, I think they're in NYC or thereabouts.
- slightly OT, but does involve STGs like Gradius - why don't Play Asia ship PSP titles to Europe (plus some other countries)? The titles are region-free, but there's some kind of restriction selling them to some places.
