It is FireFox. I viewed it in IE and it is Orange.

Or (I'm pretty sure) you can use color="orange".... (might not even need the quotes). In this case it's the same number of chars, but for shorter colors, i.e. red, you can save some chars.

You can, but the colours do not appear without the # when viewing in FireFox.

Both browsers follow the basic guidelines because having the "#" symbol in front is the general practice when inputting colors codes. You will always find slight differences with browsers when coding, and it's usually not that one browser isn't following a rule; it's just that they're set up differently.
