I'm not sure if u can from your pc, but i think you can from the xbox.
Also I just went through and rated alot in this thread,and I noticed on the first or second page someone was asking how you rate a vid.If anyone dosen't know, you have to click on the stars to the left of the video.I think you might have to be signed into ea's site tho,not sure.When you put your mouse cursor over the stars it will change,that's how you know if you can rate it.
