finally got the achievement :)
thanks to everyone who helped.
and a tip to anyone who needs it.
when you play other people online after each match check how many achievements they have and if they have the one for uploading footage.
people with a high gamerscore are more likely to say yes if you ask them to rate your footage/pics
also check to see if they have skate celebrity yet.
if they do, odds are they'll just ignore you.
i got about half of my ratings this way.
