I see what you mean. I'm wondering however, even with half the players, it would seem as if not all of them actually "play" in the ToW. For example, I have the game, even joined up to a faction, but have yet to
actually engage in a ToW campaign (except for one I
accidently entered but promptly left).
It sounds (again from just reading the forums around here) like the factions from Europe and Russia seem to get a lot more
consistent players out of their numbers than the JSF does. Although I did see a few people commenting since the games release that they just join any team that's winning so they can get the bonus and the achievements apparently lol. (Sort of like achievement mercs haha)
