The suspension forum will only hold a very small percentage of the actual bans given over LIVE. Only people who want to plead their innocence and the few that claim their dog modded their avatar post in that forum usually.
I suspect a lot of people take it on the chin and accept their suspensions. An E mail is sent to the users wlid when suspensions are issued, so most users will know immediately why they were banned or suspended, so there is generally no need for them to post.
The reporting system works just fine, as do the other profile security/privacy tools on the console. You can block communications and mute any player on LIVE immediately, so you never need have to speak to or receive messages from them again. Then when a complaint is filed it is reviewed within 24 hrs and acted upon.
Phone support do not deal with policy enforcement on LIVE, which is why they could not help you I'm afraid.
